Covert Action and Clandestine Special and Cyber Operations
Professor Morrison LL.M Seminar 2005 (cross-listed) | 3 credit hours This three credit seminar will address in detail the legal issues surrounding covert action, one of the most secret and powerful levers of American policy. While covert action has a long history in the United States, the events of the last decade have greatly complicated the legal landscape. This course will examine the authority for and constraints on covert action and the legal processes that have grown up it. After applying these strictures to a broad set of historical and hypothetical examples, we will consider the current, still unresolved, issues surrounding the use of clandestine special operations forces in support of covert action objectives and military cyber operations.
